Ventilation is a system question
Attic ventilation planning usually considers both intake and exhaust. Ridge vents, soffit vents, box vents and other approaches are not automatically interchangeable.
Why reroofing can change the scope
Roof replacement may expose blocked intake paths, damaged vents or an opportunity to change the exhaust strategy.

Do not compare vent count alone
