There is no reliable national permit fee
Permit schedules are set by local jurisdictions and can depend on project value, roof type, structural work, wind or fire zones and other rules. Treat any national fee as a placeholder until the property’s authority having jurisdiction is verified.
Ask who pulls the permit
The contract should state whether the contractor or owner is responsible for the permit, fees, notices and inspection scheduling.

Separate permit fees from code upgrades
A permit fee is not the same thing as the cost of code-required work. Deck fastening, flashing, ventilation or wind mitigation can be separate scope.
