Flashing is a category, not one item
A roof can include drip edge, valley metal, step flashing, counterflashing, chimney flashing, skylight flashing and pipe or vent flashings. “Flashing included” leaves too much undefined.
Replacement versus reuse changes scope
Ask each bidder to identify what stays and what is replaced.

A small roof with several wall intersections and penetrations can require more flashing labor than a larger simple gable.
